His Majesty's Government would have no
objection to moderate loan for development ofport of
Whampoa which it has been suggested would be acceptable
to Cantonese and would, without inflicting any damage on Colony's interests, go some way towards removing the objections advanced on patriotic grounds to the
exceptional position of Fong Kong in regard to
Kwangtung trade.
